We have gone deep and dug up the legislation against which the PCS was based. From "Mining and Quarrying Safety and Health Act 1999 (1 July 2025 update)" section 298 (the Coal Mining Safety and Health Act 1999 (1 July 2025 update) section 335 is almost identical.
(3)If, on 10 June 2025, the person mentioned in subsection (1) does not hold the required practising certificate, the appointment of the person to the position mentioned in subsection (1) is terminated.
(4)Former sections 49(4), 53(3) and 123 continue to apply until 10 June 2025.
And from Section 49
(4)If more than 10 workers are employed at a mine or the mine is prescribed by regulation to be a mine to which this subsection applies, an operator for the mine must not appoint a person to be site senior executive for the mine, or a separate part of the mine, unless the person holds both of the following board qualifications—
(a)a site senior executive notice;
(b)the practising certificate required by the board of examiners to be held by a person holding the board qualification mentioned in paragraph (a).
Maximum penalty—500 penalty units.
(A penalty unit is $166.90 from 1 Jul 2025)

MyPCS.Expert Statistics
For most PCS participants whose cycle starts on 10 June each year, by 10 Mar 2026, this will represent 75% of the way through your year. Therefore, in theory, you should have had 75% of your hours recognised or at least have a solid plan in place.
Our database shows that PCS holders who have not yet completed 100% of their minimum hours for this first year have, on average, achieved only 40% of their yearly minimum.

What happens if I don't hold a Practising Certificate?
As taken from the BoE site....
You will not be a participant in the scheme; therefore, you will forgo your ability to work in a statutory role once the legislation enactment date passes. (10 Jun 2025) You will not be able to exercise your statutory function in Queensland.
