The easy way to manage Practising Certificate Scheme holders

If you’re an SSE, CMO, or the administrator who’s been given the task of managing the Practising Certificate compliance you’re no doubt aware of the June 10, 2026 deadline approaching, when all PCS certificate holders who were grandfathered into the scheme will have to demonstrate they have the required activity hours logged with the Board of Examiners’ website, otherwise their appointment will be terminated.

But how are you supposed to manage compliance?

Problems:

  • Is everyone even registered for the Practising Certificate Scheme?

  • Is everyone’s certificate current?

  • Has everyone met the required activity hours before June 10?

  • Has everyone logged their hours with BoE (they must do it BEFORE the deadline).

  • Do you know everyone’s cycle date (any new certificate holders will not be June 10).

  • What if a PCS certificate is ‘pulled’ – how do you know? There is no way to know unless you’re checking every PCS ticket daily (yes, we can do this on your behalf).

The Current Situation

No-one has access to the data except the individual PCS holder - the Board of Examiners made a huge decision when they decided to leave it up to each individual to manage their own compliance and did not provide an avenue for Companies and Site SSE to be able to monitor or manage compliance.

1.   Obtain the Practising Certificate from your statutory persons.

(This is already a legal requirement under both the Mining and Quarrying Safety and Health Act 1999 and the Coal Mining Safety and Health Act 1999.)

Key legislative requirements:

  • Coal Mining Safety and Health Act 1999 (CMSHA) Section 54(4) states: A coal mine operator must not appoint a person to be site senior executive for a coal mine unless the person holds—(a) for an underground mine—(i) a site senior executive notice; and(ii) the practising certificate required by the board of examiners to be held by a person holding the board qualification mentioned in subparagraph (i); or(b) for all or part of a surface mine—(i) a site senior executive notice; and(ii) the practising certificate required by the board of examiners to be held by a person holding the board qualification mentioned in subparagraph (i).Maximum penalty — 500 penalty units.

  • Mining and Quarrying Safety and Health Act 1999 (MQSHA) Equivalent provisions apply to mineral mines and quarries. A mine operator must not appoint a person to a statutory position (including Site Senior Executive) unless that person holds the practising certificate required by the Board of Examiners for the relevant certificate of competency or notice. Non-compliance carries the same maximum penalty of 500 penalty units.

The Practising Certificate Scheme itself became mandatory on 10 June 2025 under amendments to both Acts and their Regulations. From that date, anyone exercising statutory functions (SSE, First Class Mine Manager, Second Class Mine Manager, Deputy, Ventilation Officer, Open Cut Examiner, etc.) must hold a current Practising Certificate.

2.   Head to My PCS Expert website and login to your Site Admin portal

(reach out to us for more details on how to access this).

Upload the PCS certificate – The software will automatically read the certificate details: name, certificate number, expiry date, etc. It will also confirm immediately live status.

You choose which of your site’s they are working on (if you are managing the entire company, otherwise it’s just the one site).

3.  The user logs into the Board of Examiner’s website using our browser plug in, the data is grabbed …. and that’s it!

Each time a user syncs with the BoE website they will receive a customised PCS report showing their progress against their 5 year and 1-year cycles, including activity types with limits, the activities logged with BoE and reasons if activities were rejected.

4.   From the company administration portal you can generate a company or site wide report of ALL your PCS certificate holders.

Entire company compliance on one graph – know who to prioritise. Who is fully compliant, who needs help, how close is each person to the end of their current year cycle?

5.   Additional tools available from the Self-Service portal

·      Schedule email reports

·      Manage your people (onboard, offboard, move between sites).

  • Company Insights – Download your data for analysis and planning of training needs. E.g. schedule courses, site visits etc. that would increase a significant cross section of your certificate holders.

  • Be emailed immediately when key actions take place, (notifications are fully customisable) including:

    1. One of your PCS holders has their status revoked (i.e. No longer current)

    2. A New PCS holder syncs for the first time

    3. Highest Level of Responsibility (HLR) changes.
